There are an estimated 5.2 million adults in England who do not have the literacy skills to enable them to function effectively in modern society (The Skills for Life Survey, 2003). 
Ten years after the introduction of the Skills for Life strategy the National Institute of Adult Continuing Education (NIACE) launched an independent inquiry into the state of adult literacy in England, under the chairmanship of Lord Boswell of Aynho.
